Effective June 1, 2009 Southeast Recycling Technologies, Inc will require that all battery shipments be in compliance with the US Department of Transportation (DOT) and Pipeline and Hazardous Materials Safety Administration (PHMSA) voluntary compliance rule effective January 1, 2009 of the Hazardous Materials Regulations (HMR, 49CFR Parts , 171-180). This voluntary rule becomes fully effective on January 1, 2010 and is subject to full enforcement and fines for non-compliance. |

All batteries must be packaged for transportation in a manner which prevents short circuiting and damage to the battery or its terminals. This may be achieved by the following the preventive measures listed below: |

Each battery must be placed in a separate plastic “baggie” or the terminal ends must be taped securely. Note: According to US DOT , 1.5 volt Alkaline batteries (ONLY) that are tested and proven spent are exempt and not subject to HRM regulations, however these batteries must be packaged separate and not mixed with any other chemical type of battery. (see attached) Batteries must be properly labeled and separated by their chemical type (ni-cad, lithium, alkaline, lead, etc.). Metal 55 gal. drums must have a poly drum liner bag in the drum. Poly drums or non-conductive containers do not require a liner bag. Large vented batteries (lead acid, vented Ni-cad, etc.) which are palletized must have a heavy cardboard or non-conductive divider between the battery terminals if stacked on the pallet. Batteries must be securely packaged on the pallet in a way which prevents shifting during transportation. |

Southeast will refuse to accept a shipment of batteries from any generator which has not properly packaged their batteries per the above HMR requirements. Southeast truck drivers MUST visually inspect each container of batteries at the generator’s location before loading the batteries on the truck, and shipments not meeting the HMR requirements will be refused and left at the generator’s site. Southeast receiving personnel MUST inspect delivered shipments of batteries to the Southeast facility prior to unloading, and batteries not meeting the HMR shipping requirements will be refused and returned to the generator. Generators which do not comply with the HMR regulations and ship batteries into Southeast locations shall be charged an additional $6.00 per lb. to meet the HMR requirements. |
